It is unclear if this application will be decided by an individual officer, however, Weston Town Council asked for this to be heard at a publicly accessible NSC Planning Committee.

Other Info:

  • Current application process makes no reference to the fact that the previous application was refused on Orchard Street, so the applicant use his own address at 66 Palmer St to set up the illegal mosque by 2010
    • The applicant for this application was at the same address as the current 15 year illegal mosque i.e. 66 Palmer Street (PDF)
    • Many of the comments were removed from public view.
      • Why?
      • Did all 13 NSC Planning Committee Councillors see all comments, or just an editied/ biased version? 
  • Previous Refused Islamic Centre Application on Orchard Street 2009

      • Refused by NSC for "... unacceptable level of noise and distrubance to the adjoining and nearby residents of the area during unsoical hour, to the detriment of their living conditions". Same as the situation now?

      • Weston Town Council stated that "... the proposal is inappropriate for the area in terms of parking and access and that the proposed 24 hour opening times would have a adverse effect on user safety gien that the location is in the town centre".   • WTC voted "NEUTRAL" at its Planning Committee meeting in July 2025. The WTC representative, who is also the WTC Planning Committee Chairman and Anti-racism Champion, presented incorrectlyand biasedly as "SUPPORT" (AI transcript)
    • - NB this WTC role has no public Terms of Reference? Surely, this should be publicly stated to ensure non-bisased decision making, whether relating to white/non-white-ethnic minority/global majority residents
    • WTC "RESOLVED: That the Town Council recommends a NEUTRAL decision, but recommends that the application is called in / referred to North Somerset Council’s Planning and Regulatory Committee for further consideration to ensure transparency on final decision" (PDF)
    • There is no mention in the WTC speech of the Weston residents and electors that WTC represent who did not want the illegal mosque to expand for regional use. This is NOT a "NEUTRAL" speech presented on behalf of the whole of Weston Town Council and its 85K residents. Compare to AI's stated WSM muslim population
      • "Weston-super-Mare has had a mosque in the town since the early 1980's and in 2010 moved to iits current site on Waterloo St. According to the 2021 Census, there are approximately 816 Muslims in Weston-super-Mare, representing about 0.8% of the population" (also see here and pdf)
    • Wiki definition of 'Global Majority' 
      • "Global majority" is a collective term for people of African, Asian, indigenous, Latin American, or mixed-heritage backgrounds, who constitute approximately 85 percent of the global population. It has been used as an alternative to terms which are seen as racialized like "ethnic minority" and "person of color" (POC), or more regional terms like "visible minority" in Canada and "Black, Asian and Minority Ethnic" (BAME) in the United Kingdom. It roughly corresponds to people whose heritage can be traced back to nations of the Global South" (Wiki)
      • This implies that the 15% western 'white identifiying' areas of the world are therefore an ethnic minority
  • 3 of the 13 NSC Planning Committee members are also WTC councilors (nearly a quarter). They did not publicly correct the WTC representative who presented the view of WTC as "SUPPORT" and not "NEUTRAL".
  • The NSC Case Officer quoted WTC above but did NOT inform the NSC Planning Committee that its decision was "NEUTRAL" not " SUPPORT". The officer also didn't correct the WTC representative when the presented as "SUPPORT" on behalf of WTC. (PDF)
  • NSC presented this application to the publice as a "local" application. The applicants CIL form (Community Infrastructure Levy) states that the current illegal mosque will now cover two 
    • "The Weston Islamc Education Cetnre is a vital hub for the Muslim community in North Somerset and Somerset counties. As it is the only mosque and Islamic centre between Bristol and Bridgewater, and it serves a wide catchment area with vistiors travellling from up to 10 miles away..." (PDF)
