As of 19 March 2020 (the week before lockdown), COVID-19 was no longer considered to be a high consequence infectious disease (HCID) in the UK (More)

  • 5.1 The Secretary of State for Health and Social Care Matt Hancock MP, has made the following statement regarding Human Rights: “In my view the provisions of The Health Protection (Coronavirus, Restrictions ) (England) Regulations 2020 are compatible with the Convention rights.” and
  • Para 12.1 "An Impact Assessment has not been prepared for this instrument ... however, Office of National Statistics data indicates that these closures will affect 13.1% of the UK’s business units."
  • Para 13.1 "The legislation applies to activities that are undertaken by small businesses." (More)
  • Face coverings are not a medical device (PPE), and so mask makers must meet the existing safety requirements (PDFv4), For example:
  • "... there should be no claim to the effect that the face covering has been manufactured with the intention of offering protection
  • (a) to users from risks to health and safety (whether COVID-19, pollution, pollen or dust) and/or
  • (b) to people other than the wearer from risks to their health and safety." (via Penrose MP)
